Senior Intelligence and Performance Manager
Location: London Borough of Tower Hamlets
Hours: 7 per day - 35 per week
Contract length: 3 months
Rate £277.85 per day PAYE, £353.12 per day Umbrella

Main Purpose Of The Job
To ensure that intelligence and performance for client Directorates is coordinated and comprehensive to facilitate the development of recommendations that lead to decisions that are based on the best possible evidence. To facilitate client Directorates to develop proactive products which lead to solutions that improve outcomes for residents and communities. To ensure there is appropriate accountability and transparency of the council's performance to residents and customers, partners and regulators.
Duties & Responsibilities
*Lead on service review and improvement projects within the client Directorates
*Manage the research, collation, capture, storage and publication of evidence and datasets
*Manage and quality-assure the production of needs assessments
*Manage teams of analysts across the Council and partnership to ensure that
evidence and data is joined up and shared
*Manage quality assurance and compliance activities as required across client
Directorates.
*Work with client Directorates to design key performance indicators
*Manage and quality-assure the development of systems and processes to
enable efficient capture, recording, validation, analysis and reporting of data
against key performance indicators
*Manage and quality-assure the preparation of cyclical and ad-hoc client
Directorate performance reports
*Be the leading expert for the organisation on statutory data and reporting Frameworks
*Manage the provision of operational management information to client Directorates to agreed timetables and specifications

Knowledge expectations:
An expert understanding of the national and local context for and operations of one or more of the following specialisms:
*children's services, including education, children's social care, and safeguarding
*Adults' services, including adults' social care and safeguarding
*Public health
*Community safety
*Public realm, environmental and regulatory services
*Housing, planning and regeneration
*Economic development
*Culture, cohesion, integration, inclusion and equality
*Community engagement and voluntary sector

Advanced analytical and numerical skills and a demonstrable ability to work with complex datasets.

Experience and qualifications:
Relevant professional qualification or equivalent experience of one of the designated specialism and social policy areas (see above)
*Experience of managing performance management,
*intelligence and data quality arrangements and operations.
*Ability to produce information for external regulators including for inspection
*Ability to gain expertise in delivering performance information
*Experience of managing intelligence and performance
*programmes in a high performing team.
*Experience of working within a matrix management environment
*Ability to analyse statistical and performance data
*Deploy a range of problem solving skills with a proven ability to achieve results.
*Effective communication skills to a range of stakeholders.
*Interpret complex guidance and legislation and convey requirements
*Skill at using a range of public and specialist software data bases
*Experience of using a range of research methodologies.
